BRIEF ON THE LAGOS STATE HEALTH SCHEME –
The Lagos State Health insurance scheme was officially launched today.
The present administration is proud to deliver on one of its mandate which is to provide Universal Health Coverage for Lagos residents.
To enable us meet the aspirations of the people as regards the availability of affordable, efficient, accessible and qualitative healthcare services, the state underwent a long systematic and inclusive process of planning, designing and meetings with several stakeholders to get it right at once and not get caught up with the mistakes associated with a Health insurance programme
The Lagos State Health Scheme which is the State health Insurance Programme is ready and would be rolled out from today, Tuesday the 18th of December, 2018 in stages and it is a program that would benefit all residents of Lagos State.
The Scheme is mandatory and very affordable at N40, 000 per year for a family of 6 (Father Mother and 4 Children) and there are flexible payment schedules of monthly, quarterly, bi-annually and annually and the benefit package is such that it meets the basic health needs of all Lagosians and places emphasis on primary care and some Secondary care.
One of such services includes antenatal and delivery services either Normal Delivery or Caesarian Session for all registered pregnant women and all enrollees are at liberty to pick their health facility of choice which could either be a public or private facility.
A fund has also been set aside to specifically pay for a percentage of residents that cannot afford to pay for themselves but as residents of Lagos State would still deserve access to quality health care services. These set of people would be identified using a scientifically defined exercise that would identify those in actual need. At the same time, the Government would be paying 75% of the total amount for all public servants which they contribute 25%.
The State has quality improvement programmes which would ensure that the services offered to the enrollees on the scheme would be of good quality whether in a Private or Public Health Facility. Facilities that would participate in the scheme are only those that have met the criteria and they would be aggressively monitored to ensure the continuity of quality healthcare services.
The Lagos State Health Management Agency (LASHMA) was created by the LSHS Law and would be responsible to manage the scheme. At the same time, they have been mandated to have a comprehensive feedback system and will be meeting with enrollees from time to time to receive their feedbacks regarding the healthcare services they receive at the various facilities. As part of Government policy, HEFAMAA is being strengthened to ensure standards are kept by all providers of Healthcare Services to the scheme.
Going forward, you will see enrollment agents in your communities to register residents. Kindly give them your full support to ensure that Lagos State as usual remains the trail blazer in the provision of Healthcare Services.
